My 11 year old daughter is a great writer.  She really has a knack for describing people's character in words.  The problem is she often doesn't finish her really good stories that she starts at home, she has trouble with have a problem that needs to be solved.  I'm looking for an online community which would help her with some ideas which will help her finish her stories, and where she could also contribute.  Are there places to submit halve finished stories?

Finishing projects is a common problem for people of all ages, not just tweens. The discipline of being a writer is, of course, that one finishes. But that can be said of any craft. The hard work is finishing. Just as there is no use for a half-knitted sweater, or a chair with no legs, I am afraid that an unfinished story is not publishable anywhere.
If I understand your post, you are saying that your daughter is very good at creating characters but has trouble with the story in which the character is acting. Why don't you look at the curriculum guides posted on the main part of the Stone Soup web site. You will find them here:http://www.stonesoup.com/category/curriculum-guides/
I wrote these for the use of children and their teachers and parents. Why don't you look at them with her and see whether she is interested in any of the suggested story ideas. They might help her write a complete story. Otherwise, why not have her write character sketches? Then there is no need for the story. There is an established tradition of character sketches -- they were popular in the 19th century. Just have her describe people. Work with her to build on her strengths. The rest will come.
